ข้อเสนอแนะเชิงนโยบายฉบับนี้เป็นส่วนหนึ่งของความร่วมกันระหว่างสถาบันการศึกษาซึ่งเชี่ยวชาญด้านการพัฒนาการศึกษาในระบบอาชีวศึกษา และการอบรมช่างเทคนิคจากประเทศออสเตรเลีย กับภาคเอกชนที่ประกอบอุตสาหกรรมการผลิตในกลุ่มอุตสาหกรรม S-Curve ภายใต้ นโยบายขับเคลื่อนเศรษฐกิจของรัฐบาล สภาอุตสาหกรรมแห่งประเทศไทย สำนักงานคณะกรรมการนโยบายวิทยาศาสตร์ เทคโนโลยีและนวัตกรรมแห่งชาติ สถาบันอุดมศึกษาชั้นนำในประเทศ และสถาบันคีนันแห่งเอเซีย ภายใต้การสนับสนุนจากโครงการ Chevron Enjoy Science: สนุกวิทย์ พลังคิด เพื่ออนาคต โดยมีวัตถุประสงค์ในการจัดทำเพื่อให้เป็นแนวทางในการพัฒนาทรัพยากรมนุษย์โดยเฉพาะการผลิตช่างฝีมือแรงงานที่ตอบ โจทย์ภาคอุตสาหกรรมซึ่งเป็นตัวขับเคลื่อนเศรษฐกิจของประเทศและตอบสนองนโยบาย Thailand 4.0
